Shouldn’t it be more on the steps of congress or the nra?

Either of those would be more appropriate than the CDC.  The CDC wants to study gun violence but can’t thanks to the Dickey Amendment, passed by Congress in the 90s at the behest to the NRA. In the 80s, AIDS activists protested the FDA because the agency was lagging in terms of testing and approving drugs to treat HIV infection The agency itself was a roadblock to progress. That’s not at all true of the CDC now with gun violence.
